Topic: Pushing Back Against Counterfeit Digital Patient Records: A Workshop Speaker: Reed D. Gelzer, MD, MPH for Trustworthy EHR, LLC EHR Standards, Requirements, Assessments, Impact Mitigation, and Investigations Support This presentation will offer participants the opportunity to look out over the horizon to the building wave of new fraud actors and actions leveraging Electronic Health Records systems (EHRs). As most of us have seen, EHRs are changing the landscape and providing new means to expedite, even automate fraud. Dr. Gelzer will explain why the Federal government is in no position to fix this, why it is up to us, and how others have begun adapting. Three adaptations will be the focal points for the workshop: 1. Explaining necessary change to leadership and to clinicians 2. Modifying policies, procedures based on sound legal and clinical principles 3. Attacking the weakest links in counterfeit records production and value chain Dr. Gelzer would welcome the opportunity to highlight some examples during his presentation on October 18th, so if you have appropriately cleared and de-identified examples of “problematic” printed clinical records, or “war stories” to describe, please notify MIFPA Treasurer Brian Welter in advance. Dr. Gelzer has over 30 years’ experience in health care, including work in primary care practice, in legal medical records, and as an EHR vendor. In recent years, working with colleagues in legal and regulatory domains, he’s assisted in the creation of several resources designed to improve EHRs usability and effectiveness for healthcare quality and safety, also useful for investigating and substantiating patient records counterfeiting. He’s been a presenter for both the FBI’s and HHS-OIG’s Healthcare Fraud groups, as well as NHCAA and for healthcare information technology policy bodies.
